OPIN is a toolbox for online consultations aimed at fostering e-participation projects by youth organizations. OPIN also has a download function, which makes it easier to document discussions and voting results. It also allows for offline events to be integrated at any point in the participation process.
On the platform, registered users can start a project, or choose to contribute to an existing project. To find a suitable project, a search can be sorted by organization, country, alphabetical order or most recent. Project initiators can moderate the participation process and coordinate their participatory community.
The OPIN toolkit includes:
•Text review (collaborative text work)
•Brainstorming (collect ideas)
•Idea challenges (collect and ideas and vote)
•Agenda setting (plan meetings)
•Spatial tool (collect ideas regarding certain areas)
•Polling (customizable multi-step polls)
OPIN is currently available in English, Danish, French, Slovenian, German, Swedish, Italian, Ukrainian, Greek, Macedonian, Maltese, Russian and Georgian.
OPIN is currently being piloted in five separate programs:
•The City of Paris
•AEGEE – European Students’ Forum
•A cross-border partnership between Italy and Slovenia
•The Region Heart of Slovenia

OPIN is part of the “EUth – Tools and Tips for Mobile and Digital Youth Participation in and across Europe” project, which ran from March 2015 to March 2018. It is being funded by the EU’s Horizon 2020 research and innovation programme.
