The Open Government Initiative was a three-phased consultation that ran from May through June 2009.
Phase 1 (Brainstorm) allowed participants to share ideas and recommendations on how to make government more open. Participants could vote on proposed ideas or add their own. Phase 1 used Ideascale as a tool for idea collection.
Phase 2 (Discuss) asked participants to dig deeper on the ideas and challenges identified during the Brainstorm phase. Phase 2 relied on the Wordpress blogging engine (along with a plugin for comment rating and comment management).
Finally, phase 3 (Draft) invited participants to collaborate on crafting constructive proposals to address challenges from the Discussion phase. Phase 3 used MixedInk.
